Why are dogs like this Saluki, crossbred to Sloughias in the 1980s, still a problem today in the Western Sloughi breeding?

1) Because of the Inbreeding on this Saluki that is still taking place today
It does not matter if the breeding happened a long time ago if inbreeding keeps the genes of this Saluki generation after generation in the current population of dogs descending from him. This was first shown in the article about the Impact of Foundations Sloughis on today's Sloughis by Dr. Dominique de Caprona in 2007.

2) Because when combined with another Saluki named Jenna, who came from the Middle East (origins in Syria confirmed by Bernard-Henry Lignon, January 2012), also used by Mme Rey (Montouchet de la Horde d'Or) it increases even more the amount of Saluki DNA

Example from the bloodlines of the French kennel who started it all

Breeding Sloughias with 2 Salukis in the 70s and 80s, this is how a recent pedigree from their bloodlines looks like (breeder Natascha Dufour).
Jenna was born in 1974, started breeding in 1976 and the following years, Laba'an II al Khalij was born in 1977, started breeding there in 1982.

Their descendant Targui II de la Horde d'Or was born in May 2002, roughly 26-20 years later respectively.
Jenna contributes still to 30.90% of this dog's DNA
Laba'an II al Khalij contributes 16.40% of this dog's DNA
Together the contribution of Saluki DNA is 47.30%.

WHY ARE THESE DOGS REGISTERED WITH THE FEDERATION CYNOLOGIQUE INTERNATIONALE
WHEN THE FCI ALLOWS ONLY 6,25% OF FOREIGN BLOOD IN ITS BREEDS?

Males of the E litter Siham Sahara in Tunisia
Although the contribution of Laba'an II al Khalij is below that which is allowed by the FCI (5.66%), added to the contribution of Jenna (9.28 %), the  Saluki blood percentage in these males is 14.94%. If these males breed recent descendants of the Magistere dogs in Tunisia, the contribution of the Salukis will not be diluted.
The Magistere V males and the Siham Sahara E dogs are with the same breeder.

WHY ARE THE BREEDERS WITH THESE LINES NOT DILUTING THE SALUKI BLOOD IN THEIR LINES 
BY OUTCROSSING TO AUTHENTIC NORTH AFRICAN SLOUGHIS?

WHY ARE THEY INSTEAD EXPORTING THEIR DOGS WITH SUCH HUGE AMOUNTS OF FOREIGN BLOOD TO NORTH AFRICA
EFFECTIVELY POLLUTING THE NORTH AFRICAN SLOUGHI GENOME WITH GENES THAT DO NOT BELONG THERE?

Every breed has its questionable dogs in the ancestry, however it is perfectly irresponsible to continue inbreeding
on dogs that were known in this case to be Salukis and to damaged the genetic integrity of the Sloughi in North Africa.

Some of the breeders are now breeding out to other lines that do not contain these 2 Salukis, diluting their impact.
Hopefully this will continue in the future to re-establish a solid North African Sloughi genetic base to the dogs bred in the West
